Always-on readiness: We already know what the next emergency will demand

Readiness has to pay for itself between emergencies. Primary keeps response infrastructure in daily use, so when something happens, you configure and go.

The nurse who uses it for shingles shots in October uses it for the countermeasure in March.

How readiness works

Every response comes down to three jobs

Triage a population to find who needs what. Deliver the care they need. Manage the cases that follow. Routine care needs those same three jobs every day, so that’s exactly where our platform lives.

Triage

Detection in the air where people gather, plus registration, symptom tracking, testing, and results returned in people’s own language, so you can find who needs what, fast.

Deliver

Screening, diagnostic testing, immunization, therapeutics, and telehealth, delivered in the clinician’s chart, at the pharmacy, at home, or at a community site, with every record reported where it needs to go.

Manage

Case management and a lab network that follow every case to resolution, moving specimens to labs with capacity, with reporting your team doesn’t have to assemble by hand.

Always-on readiness

Buy response infrastructure before the response

Preparedness funding arrives after a crisis and fades a few budget cycles later. Then the tools it paid for go dark. An always-on readiness agreement keeps the platform live and in daily use, so there’s no procurement cycle, no implementation, and no ramp-up when something happens.

  • Platform live and integrated with your immunization registry and public health lab
  • Staff trained, with response templates built for mass vaccination, dispensing, and testing
  • A predictable annual fee to stay ready
  • Large activations priced in advance at capped rates
  • A partner chosen on a normal timeline, with real due diligence, not in the first week of a crisis

What an always-on agreement includes

Ready on day one

  1. 1

    Live and integrated

The platform stays connected to your immunization registry and public health lab, in daily use for routine work.

  2. 2

    Trained and templated

Your staff know the tools. Response templates are built for mass vaccination, dispensing, and testing.

  3. 3

    Priority groups pre-registered

Essential workers, first responders, and immunocompromised patients registered ahead of time through organizations they already trust, as we’ve done in past responses.

  4. 4

    Priced in advance

A predictable standby fee keeps it ready. Activation rates are agreed in advance, at capped rates.

  5. 5

    Activate the same day

Mass vaccination, countermeasure dispensing, or testing on the day you call it, with no procurement cycle, no implementation, and no ramp-up.

The detection layer

Know what’s in the air before it’s in the clinic

Through the SCALE project under ARPA-H’s BREATHE program, led by Poppy Health, schools across multiple districts are getting real-time, continuous detection of up to 100 airborne organisms, wired into the building so that detection triggers a response.

Primary.Health is a subcontractor on the Poppy Health team, one of the performer teams in the BREATHE program, and provides the public health workflow around the detection: school health reporting, symptom tracking, testing, and outcomes measurement. As new organisms emerge, detection updates through software, so a building stays protected against threats that don’t have names yet.

Automation, proven on routine work

The phones will be answered

Call centers were the bottleneck in 2020. Our AI-assisted outreach handles the work that eats the most human hours in any campaign: scheduling appointments, placing and answering calls, and following up with families who didn’t respond to the first message.

Every routine call it handles today is a test of a system that can be reconfigured in hours for contact follow-up, triage lines, and appointment booking when there are nowhere near enough people to do it by hand.

When guidance changes, AI tools help turn revised eligibility rules into live workflows within hours, and your staff approves every change. Scheduling safeguards keep scarce appointments for people, not bots.

A five-minute readiness check

Could your team do this next week?

If the honest answer to most of these is no, you’re in good company. And there’s still time to change it.

Run a prevalence study

Enroll thousands of people in days, track every sample, and feed researchers clean data in real time.

Stand up symptom triage

A tool your residents will actually use: translated, tested with real people, and reconfigurable when the case definition changes.

Reroute specimens if your lab goes down

Move orders to a partner lab with capacity, or with sequencing, the same day, with electronic orders and results the whole way. How the lab network works

Launch mass prophylaxis in a day

Prioritize populations, deliver countermeasures, and record every dose, all without standing up a new system.

Answer the phones

Scheduling, follow-up, and triage lines that scale with automation already proven on routine work.

Keep it all secure at scale

Sensitive health data, accurate and protected, with traffic that can go from zero to millions overnight.

Our story

Built in the field in 2020

Primary.Health began in spring 2020 as a group of volunteers. University of California, San Francisco researchers needed to answer a question no one could: how much COVID was actually in the community? They had the science. What they needed was a way to register thousands of people on a sidewalk, track every sample through the lab, and return results quickly. This was a year when results still traveled by fax.

In April 2020 we ran the data system, patient portal, and lightweight EHR behind community-wide testing in a census tract of San Francisco’s Mission District and, the same week, in the rural coastal town of Bolinas. We registered people, tracked their samples, returned results in their language, and handed researchers a clean dataset at the end of each day. The findings shaped the city’s response.

We incorporated once it was clear this would be needed for a long time. Everything we build still starts from that lesson: preparedness is the ability to run a fast, well-designed response at scale while the question is still open.

FAQ

Questions procurement teams ask

What is an always-on readiness agreement?

A predictable annual fee keeps the platform live, integrated with your immunization registry and public health lab, and in daily use for routine work. Your staff are trained, response templates are built, and large activations are priced in advance at capped rates.

Why not buy tools when an emergency starts?

Because the first week of a crisis is the worst time to run procurement, implementation, and training. Choosing a partner on a normal timeline means real due diligence and no ramp-up when something happens.

What has the platform done in a real response?
Is Primary.Health HIPAA compliant? Is it HITRUST certified?

Yes. Primary.Health is HITRUST certified and HIPAA compliant. Access is role based and follows least-privilege principles, and data is encrypted in transit and at rest. Security documentation is available in our Trust Center.

How do we evaluate Primary.Health?

Talk to our team. We’ll walk through your program, show the platform on your workflows, and share security documentation and references from health departments we’ve worked with. The readiness check is a quick way to see where you stand today.

Ready before the next emergency.

Pick your partner on a calm timeline with real due diligence, not in the first week of a crisis.
